Main Purpose of the Post:
- To manage the annual preparation of the company's revenue and capital budgets.
- To manage the production of the company's annual statutory accounts and financial returns.
- To manage the preparation of the company's three year financial plan ensuring full account is taken of the London Borough of Lambeth (LBL) HRA Business Plan and Housing Strategy.
- To act as the principal financial contact between the company and LBL on income and expenditure delegated to the company.
- To monitor and report on expenditure and income against all the company's revenue and capital budgets.
- To co-ordinate and manage management fee income receivable from the company's parent organisation, LBL.
- To provide budgetary and other financial information and advice with respect to corporate accounting issues.
- To provide support to the Director of Resources in meeting the needs and requirements of the Chief Executive and the leadership team.
- To ensure strict compliance with company's financial regulations and procedures throughout the company.
- Ensure compliance with the company's responsibilities contained in the Sixth Schedule of the Management Agreement with the LBL.
- Develop and maintain the company's value for money strategy and lead on the delivery of the value for money action plan.
- The named deputy for the Director of Resources on all divisional matters.
Key responsibility areas:
- Act as principal point of contact with the finance section on all matters relating to corporate accounting and finance.
- Manage the finance function so as to ensure corporate and LBL timetables for completion of final accounts and budget preparation are met.
- To contribute to the delivery of improved cost effectiveness of services by improving income generation, productivity and other means of expenditure reduction.
- To co-ordinate of the financial planning process for the company.
- To maintain and develop the integrity of the company's general ledger and financial reporting systems.
- Ensure that the company's bank account is fully reconciled and reviewed whether undertaken by directly managed staff or by the Financial Operations section of LBL.
- Determine and co-ordinate and performance manage the work of the team members including the following activities:
- Revenue budget preparation
- Annual rent setting process
- Budget allocation
- Final accounts
- General ledger processing
- Project accounting
- Statistical, benchmarking and other returns
- Liaise with the company's and LBL's external and internal auditors to ensure that an effective and independent audit of the Company's activities is carried out.
- To be responsible for the continuous development of the company's systems and processes for accounting and managing income and expenditure in accordance with best practice.
- To lead on the development of key relationships for the finance service e.g. treasury, LBL Council's system team, LBL Finance teams
- Represent the Division at meetings as directed by the Director of Resources.
- Develop positive and pro-active relationships with the company's executive and non-executive directors ensuring priorities agreed by the Lambeth Living Board and its sub-committee are proactively addressed.
