Purpose of Job:

  1. To take a strategic lead in the deployment and management of the College's finances and other resources to ensure that the College remains financially viable.
  2. Support the Board of Governors and the Principal and Chief Executive on the strategic financial aspects of the College's Property Strategy.

Key Responsibilities

  1. To develop a long term Finance Strategy to ensure that the College maintains good financial health, giving full regard to the College's Accommodation Strategy.
  2. To provide strategic guidance to ensure the effective and efficient deployment of resources.
  3. To support members of the Board of Governors in terms of providing financial reports and forecasts and developing strategies to ensure the financial viability and robustness of the College.
  4. To review and update the 3-year Financial Forecast ensuring the financial viability of the College, during and following the completion of the Capital Projects.
  5. To maintain an effective financial risk management strategy for the College, including regular updating and reporting of the financial risk management operational plan to College and Board committees.
  6. To work as an effective member of the College's senior management team and Contribute effectively to the corporate leadership of the College.
  7. To establish and manage financial systems that ensure effective monitoring, reporting and control of income and expenditure and which reflect a commitment to achieving value for money. This will include:
    • Preparing long and short term budgetary forecasts.
    • Responsibility for the College's internal and external Audit function.
    • Maintaining and revising College Financial Regulations.
    • Ensuring compliance with statutory financial regulations.
    • Responsibility for ensuring effective insurance cover.
  8. To undertake financial appraisals as and when required, including market testing and management of the College's tendering of external contractors.
  9. To ensure that the College's Capital Projects are appropriately managed and that key financial information accurately reports the impact of these projects.
  10. To manage the work of the finance team. This will include setting objectives, monitoring performance and identifying training and development needs within the College's appraisal framework.
  11. To develop and maintain good working relationships with the LSC and other key external bodies and to ensure that the College operates to the required external standards giving particular regard to legal compliance.
  12. To represent the College on external bodies and to develop these links to promote the interests of the College.
  13. To be responsible for funding bids and returns to the appropriate funding body.
  14. To work at all times to promote the College's policies, particularly those relating to equality and diversity.
  15. To carry out such duties and responsibilities under the Health & Safety at work (ect) Act 1974 and associated legislation as are described in the College's Health & Safety policy documents.
  16. To carry out such other duties commensurate with the grade of the post as may reasonably be required at the initial place of work or at other locations of the College.

Qualifications

Relevant Degree or equivalent.

A professional qualification eg CIMA/ACCA

 

Experience

Management level experience

Experience of managing Finance functions in a dynamic environment.

Evidence of successful financial planning and management.

Evidence of financial reporting forecasting and analysis

Evidence of contributing to the achievement of organisational goals.

Senior management experience.

Understanding of management of capital projects.

Knowledge and Skills

Ability to identify and achieve individual and institutional goals.

Ability to lead and manage a diverse team, including setting and monitoring objectives.

Ability to manage a complex and substantial area of work.

Ability to rapidly understand the complexities of the College's budget.

Excellent analytical and problem solving skills.

Excellent IT skills.

Ability to prepare and present with clarity and precision complex information.

Excellent interpersonal skills and an ability to work with a range of stakeholders.

Ability to communicate with a wide range of people from non financial backgrounds.

Ability to work under pressure and to organise and prioritise workload to achieve deadlines.

Ability to act as a catalyst for managing change in line with strategic planning and corporate objectives.

An understanding of and practical commitment to Equality and Diversity.

Ability to work some evenings to attend Board of Governor committee meetings and other College activities.

Understanding FE funding methodology.

Understanding current operational financial management practice.

A current clean driving licence is desirable as is transport.
