All areas of the Council are under review including our ability to seek improve contract management and secure the best outcomes from contracts.

The Role

In this new role you will be accountable for managing two of the Councils large PFI contracts that cover Adult Social Care and Education. The role will ensure service performance, value for money and that the services being delivered remain relevant. Reporting into the Director of Commercial Investment, this role will involve influencing at senior levels across multiple service areas and leading the commercial and contractual relationships with suppliers.

Key responsibilities of the role will include:

  • Being the lead representative in understanding and implementing all aspects of the PFI contracts, as indicated in the Project Agreements including the terms within the schedules.
  • Ensuring the relevant PFI contractor delivers all aspects of the PFI contract,
    focusing especially on FM (including repairs, lifecycle replacement, and including innovation, benchmarking and value for money); and that the FM providers at all times operate within the spirit as well as the letter of the PFI contracts, to the best interest of the Client.
  • To act as ‘Authority Representative’ for both the Administration of the PFI Contract covering 4 properties and the School PFI Contract covering 1 school and associated buildings.
  • Act as the Council’s Client representative at all contractual meetings to manage the PFI contracts including all regular, periodic and ad hoc performance / service review meeting with representatives of both Special Purpose Vehicle (SPV)/Special Purpose Company (SPC) as funders of the contracts and the different Facilities Management
    (FM) contractors.

The Person

We are seeking an individual with in-depth experience of managing PFI contracts and a proven track record in achieving improvements. Ideally with experience in the Adult Social Care market, candidates will also be considered that can demonstrate adaptability, experience and insight.

The role will pay a salary of circa £56,000, plus membership of the Local Government Pension Scheme. The salary is subject to review each April.
