Deputy Head of Financial Management

Support the Associate Director of Finance in the day to day management of the financial management function of the trust
In year and year end reporting: Provides year end and month end reports for whole Trust, ensuring their accuracy and quality and delivery to timetable. Provides the I&E input to TFMSs and other required returns, and the validation of all other areas. This includes patient care activity and associated income.
Member of the Senior Finance Team providing analysis and briefing to the Director of Finance and Deputy on a wide range of issues across all financial areas.
Responsible for ensuring the connection between WTE and workforce budgets, ESR reconciliation to financial ledger, payroll analysis, and all Workforce returns ensuring their complete reconciliation to all financial returns.
Savings reporting – personal responsibility for ensuring all internal and external reporting of savings is accurate, confirmed and agreed by GM’s and Directors, and informs discussions on savings delivery, risks and future plans. Maintain the master savings tracker. Responsible for the QIA sign off process associated with the QIPP plan, including both Medical Director and Director of Nursing approval of QIPP plans from a quality perspective.
Risk reporting – finance lead for all finance risk register and Board Assurance Framework reporting.
Lord Carter reporting and other benchmarking - sole responsibility to review and understand the Carter metrics and other benchmarking information, reporting to the Board and ensuring that action plans are in place to make improvements in the reported metrics. This will also involve designing and developing systems for reporting.
Other reporting requiring Finance input – take responsibility the accurate reporting for any other regular and ad hoc reports/information as required, including the development and improvements to reporting system (e.g. agency breach reporting)
To ensure financial reporting systems are improved and designed to meet all finanical reporting requirements.
To respond appropriately to all FOI requests within the timescale and ensure consistency in responses.
Qualifications and experience:
• CCAB qualified accountant (degree level).
• 3 years post qualification experience at senior level.
• Has a highly developed knowledge of all aspects of:
• Advanced accounting (including very specialist areas), budgeting and financial management techniques;
• Business case preparation;
• the NHS and Foundation Trust financial regimes;
• NHS service developments and financial consequences of them;
• Staff management;
• Change and project management;
