All areas of the Council are under review and in Procurement it is essential we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council’s major reorganisation we have established a new Strategic Procurement and Governance team and commenced a comprehensive Procurement improvement plan and are now looking for experienced and likeminded procurement professionals to join us at this exciting time.

The Role

As the Strategic Procurement Manager, responsible for Adults, Children’s and Health you will be responsible for delivering a strategic procurement service for the Adults & Children’s Directorates and the Public Health service, improving the procurement and supporting the contract management practices delivering sustainable efficiencies in third party spend. You will also be responsible for the design and delivery of innovative procurement solutions that provide cashable savings and process efficiencies for Croydon Council whilst improving outcomes for our residents.
Leading a team of Senior Procurement Officers and Procurement Officers you will take responsibility for activities including:

  • Identify and deliver innovative, commercially focused procurement plans for the directorates, including developing alternative service delivery models as appropriate.
  • Provide support for strategic contract management and effective contract compliance.
  • Forward planning of all strategic procurement and contracting, to better meet business needs.
  • Pro-actively engage with service teams to identify procurement requirements and to develop procurement plans, savings programmes and baselines.

    This role will also be focussed on embedding corporate policy within procurement plans through business case assessments, ensuring strategic consideration of social value, identifying opportunities for market development and local supply chain, and adopting commercially risk aware approaches.

    The Person
    To be considered for the role you will need to be MCIPS, or working towards the qualification, and have strong experience in Public Contract Regulations 2015 and best practice related to public procurement. Knowledge of policy, legislation and service standards relevant to the services within this portfolio would also be an advantage.

    You will be an excellent communicator and have a background in building and managing effective and resilient relationships inside and outside of an organisation. You will also be able to demonstrate excellent negotiation skills with evidence of their effective use and application to achieve objectives. Strong commercial skills and awareness are also required.
