In recent months there has been significant focus on the challenges facing Croydon. All areas of the Council are under review and in Procurement it is essential we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council’s major reorganisation we have established a new Strategic Procurement and Governance team and commenced a comprehensive Procurement improvement plan and are now looking for experienced and likeminded procurement professionals to join us at this exciting time.

The Role
As the Strategic Procurement Development Manager you will be responsible for strategically considering the Councils end to end procurement activities with a view to improving and re-evaluating practice across the Council. You will ensure the operation of an efficient and flexible procurement service which drives compliance, delivers optimum value for money, cost savings and best quality of service.

Leading a team of Senior Procurement Officers, a Procurement Officer and 3 Procurement Assistants you will take responsibility for activities including:

  • Ensuring procurement across all spend is compliant in line with the council’s internal policies and relevant UK and overseas legislation
  • Developing systems, structures, tools, processes and performance measures in order to create an efficient centralised procurement unit
  • Designing and delivering tools and guidance to improve access to procurement processes across the Council
  • Leading the seamless integration of procurement procedures into category, contract and buying strategies
  • To provide cover for the Head of Strategic Procurement & Governance as and when required.

    The role will be key in representing Procurement both internally and externally and the post holder will be required to Pro-actively engage with internal and external stakeholders across the Council to ensure that Procurement is effectively enabling the organisation to conduct its activities in compliance with the Tender and Contract Regulations and national procurement legislation.


    The Person

    To be considered for the role you will need to be MCIPS, or working towards the qualification, and have strong experience in Public Contract Regulations 2015 and best practice related to public procurement.

    You will be an excellent communicator and have a track record in influencing others whilst building strong relationships. You will need to be a results driven individual and have the ability to meet deadlines, identify actions and achieve goals. You will also be an innovator, with the ability to think creatively, deal with ambiguity and produce solutions.
