In recent months there has been significant focus on the challenges facing Croydon. All areas of the Council are under review and in Procurement it is essential we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council’s major reorganisation we have established a new Strategic Procurement and Governance team and commenced a comprehensive Procurement improvement plan and are now looking for experienced and likeminded procurement professionals to join us at this exciting time.

The Role
As the Senior Procurement Policy Officer your role will be to ensure that Croydon Council is delivering effective procurement and contract management policies and practice whilst driving and delivering a professional and commercial approach across the Council that delivers cost effective, value for money and high quality procured services. This is a new role within the Procurement and Governance Team and the responsibilities will include, but will not be limited to:
• Supporting the Strategic Procurement Development Manager to develop best practice in procurement and contract management through engagement, policy development and implementation
• Leading the review of the Council’s Tender and Contracts regulation, ensuring effective oversight and supporting the Council’s requirement for an efficient and innovative procurement function
• Leading the review of the Council’s Strategic Contract Management Framework including strategic performance reporting
• Leading the review and the ongoing oversight of the Council’s operational contracting policies, including interfaces with other relevant departments such as legal services, and ensuring that contracting is considered at every stage in the purchasing cycle and updating contract templates to reflect the requirements

In addition to the above you will also be responsible for ensuring that the Council
is achieving its strategic procurement policy objectives, e.g. in relation to Social Value.

The Person
To be considered for the role you will ideally be CIPS qualified and have significant knowledge of current policy frameworks and best practice in relation to procurement and contract management activity as well as significant knowledge of Public Contract Regulations, and proposed national policy intentions and proposed changes.

You will be an excellent communicator and be able to evidence experience of developing and implementing successful policies, ideally in a procurement setting. You will also ideally have knowledge of change management processes such as risk management, planning, control and change readiness.
